Characters can tag-team to get the bonus, yes! The cost of that is that they will only be registering one "attack" between the two of them. Theoretically, two characters attacking separately but both succeeding would do more damage over all, but the "best of two" roll gives a single attack better odds of hitting in the first place. It's a trade off, and both methods are valid.
