The will to fight dampening effect will vanish if the NPCs themselves are aggressed by the Pleroma, or if their personal property is put under threat. So, if they start attacking the territory, they will be likely to end up with some NPCs on their ass.

They aren't really zonked, they are functioning as normal, they just won't want to fight while under the effect. It will simply feel unthinkable to them, even though everything else is the same.
