Yeah, I'm kinda seconding this app suggestion. Just have one big TDM and put people who are outside the slots on a "wait list". That way, we don't have many of these events with so few people because we're obligating ourselves to app cycles.

ADDITIONALLY, I would like to suggest maybe consider placing priority on apps with Legacies that we need to fill.
