It was true: he was promising he wouldn't start anything but he was very confident that they would likely start something with him and he would absolutely do his damndest to finish it. He would definitely lose that fight in the state he was in but he would still put up a fight. He could tell that's what she meant, yes, and the expression on his face confirmed it.
